Research from the Early Intervention Foundation suggests that dealing with social problems affecting children and young people, including mental health issues, going into care, unemployment and youth crime costs £17bn a year in England and Wales.

Early Intervention can take many forms, from behaviour classes for young people at risk of being involved in crime, identifying the right type of support for children about to be excluded from school or a parenting programme for a pregnant mother and her partner. It’s an approach that aims to give everyone the best start in life, putting those most in need at the centre whilst providing cost-effectiveness by avoiding duplication and waste.

Early referral, identification of needs and joined-up support.
Encrypted Referral Forms
When a practitioner, police officer or concerned member of the public wants to raise the alarm, they complete an encrypted referral form. These forms can be password protected or publicly available.
Triage Desk (EC Connect)
All referrals arrive into a triage desk for consideration. With all of the information in one place, practitioners can easily manage cases, upload reports, access data and communicate with clients in real time.
Advanced Case Management (E-CINS)
If a vulnerable young person and/or an offender requires full case management, they can have their cases transferred into E-CINS. Multiple agencies can then deliver the right kind of joined up support.
Communicate securely with clients in real time.
In addition to the products above, MyPortal allows practitioners to liaise securely with their clients in real time.
Through an innovative encrypted module called ‘MyPortal’ practitioners can securely engage with clients in realtime to securely share documents, surveys, support plans and action plans. Clients can also receive updates, text messages and secure communications from practitioners to help them through their support journey.

When someone believes a child or young person is at risk of harm, exploitation or in need of professional support, they complete an encrypted referral form. Information is then sent directly into a triage desk.
Triage via a management desk
The appropriate teams are notified and are able to carry out further investigation regarding the individual’s background and family. All relevant information is logged securely into the system.
If required, cases can be escalated for full multi-agency support. Online forms make it easy to capture information from all sources and build a complete picture of an individual’s needs and risk factors.
Any ongoing activity, such as action/support plans, can be administered via MyPortal. This is particularly useful for support workers who can set tasks and monitor these accordingly.

Your information will be hosted on high-performance servers in secure, accredited, UK data centres. These are routined audited and compliant with the latest regulations.
Our accreditations include: ISO 27001, for the design, development, hosting and processing of multi-agency systems, ISO 9001, Cyber Essentials and Cyber Essentials Plus.
No licence fees
As a not-for-profit organisation, we’re not in this for the money. All of our products are available without costly licence fees to encourage you to invite other partners.

We’re continually improving our products at no extra cost to our clients.

The type of information sharing [provided by Empowering-Communities’ products] allows us to anticipate an offenders likely behaviour in custody and also enables our Offender Supervisors to identify programmes and courses that need to be undertaken in custody which are designed to lower an offenders risk of re-offending.

There are some vulnerable groups who need additional support to help them manage the conversion to Universal Credit. This new way of working is a fantastic step forwards and will save both practitioners and residents a great deal of time.

An offender was being released from prison and my team had concerns that the offender would try to make contact with the victim, potentially affecting their safety. A PCSO made a note on E-CINS that the offender was due to be leaving prison within the next few days. We would not normally be privy to that information, but because it was flagged on the Victim’s profile, we were able to quickly contact the victim and hold a face to face meeting to assess the level of risk to them.
